p-hutchinsonSPRINGFIELD - In an effort to ensure that corporations are paying their fair share in Illinois taxes, State Senator Toi Hutchinson (D-Chicago Heights) has filed legislation that aims to bring back much-needed cash flow to the state of Illinois by closing corporate tax loopholes.

“For far too long, tax code ambiguities have opened the door for corporations to accumulate huge profits without paying their fair share,” Sen. Hutchinson said. “It is time for the lawmakers of this state to stand up to the status quo and mend our fractured tax code.”

The legislation proposes eliminating three major loopholes that allow corporations to avoid state income taxes:
1. Tax foreign dividends. 
     a. Closing this loophole would generate $320 million annually
2. Encourage businesses to earn profits domestically as opposed to overseas. 
     a. Closing this loophole would generate $100 million annually
3. Repeal the non-combinational rule where corporations set up complex tax avoidance structures. 
     a. Closing this loophole would generate $25 million annually

110713 CM 0579RSPRINGFIELD – In response to heightened levels of violent theft aimed at smart phone users, State Senator Toi Hutchinson (D – Chicago Heights) is sponsoring legislation that would require smart phones to be rendered completely inoperable if lost or stolen.

The main goal of the legislation known as the Smart Phone Kill Switch Act is to erase the incentive to steal smart phones and sell them on the black market.

“By rendering a cell phone useless after it is stolen, you take away its value. When you potential thieves are aware that there is no value in an item once stolen, the incentive to steal the item disappears,” said Sen. Hutchinson. “As a mother of three children, all with phones of their own, I know I will feel more at ease with the passage of this legislation.”

"The proposed South Suburban Airport would be a pivotal force in providing a smoother, more efficient travel experience for all those visiting and coming home to Chicago." - State Senator Toi Hutchinson (D - Chicago Heights)  

Airport TriprCHICAGO - To express their strong support for a third airport in Chicagoland, State Senator Toi Hutchinson (D – Olympia Fields), federal officials and a group of other Illinois lawmakers today met with U.S. Transportation Secretary Anthony Foxx to urge federal officials to expedite final approval of the project.  

“Local and national leaders came together to show their intense support for a new airport for the south suburbs to be built as soon as possible. In spurring on the federal review procedure, we are doing our part to expedite the process in Washington,” Sen. Hutchinson said.  

The FAA and U.S. Department of Transportation were urged by those at the meeting to accelerate the review the plans for the airport. The new airport would be a boon to the regional economy as well as help sustain America’s aviation supremacy.

“As a lawmaker, I have the responsibility of proposing just and constitutionally sound legislation. I do not believe this proposed law fulfils this responsibility. I am tired of hearing of what we are supposedly doing for union bosses without talking about what we are doing to the person who has been working for the past 30 years, making the necessary pension payments, and today, still faces the prospect of losing what has been hard earned.  

If this issue were simply about saving money, a bill would have already been passed. But this legislation deals with people’s very livelihoods, the retirement benefits of thousands of hard-working Illinoisans, and I cannot support a law that fails to take this truth into account.”
